MacBook Air M3 (and the M-series Airs that followed the same idea) win on fanless quiet and battery. Framework 13 wins on repair, RAM you can understand, and not being locked to macOS. They are not the same product.
Pick Air if
You live in Safari/Notes/Final Cut, you want the charger to last a teaching day, and you will not open the machine. The screen and trackpad still set the bar.
Pick Framework if
You need Linux or Windows without a hack, you want HDMI that is a $19 card, and you plan to keep the chassis. Accept a slightly thicker bag and a smaller store network.
Who should skip both
Skip both if you need a proper GPU for CAD or local AI at full tilt. That is a different budget. Confirm RAM on the Air at purchase — it is not a Saturday upgrade.
